Phil Smelley

Owner (Retired) | Community Liaison

A native and lifelong resident of south metro Atlanta, Phil began his insurance career with Prudential in 1984, building his reputation in investment and insurance planning for business owners, with advanced training in Estate and Tax Planning and Employee Benefits. Along the way, he earned his Certified Insurance Counselor designation, became a LUTC Fellow, and held licenses as an Insurance Counselor for Life & Health and Property & Casualty.

In 1991, Phil purchased Tri City Insurance Services, a Fayetteville agency established in 1962. Over more than three decades, he grew it to triple its size and into what clients across Fayette County, Coweta County, and south metro Atlanta know today as TCIS, The Complete Insurance Source. In 2021, Phil passed the agency to Jayson and Anna, keeping TCIS independent, family-owned, and rooted in the same client-first values he built it on.

Phil’s devotion to community runs as deep as his devotion to clients. He has served with United Way, the Fayetteville Rotary Club, the Fayette County Development Authority, and his church, and spent years on the Board of Directors of the 2,000-member National Association of Insurance and Financial Advisors–Georgia, including a term as President (1999–2000) and service as Legislative Chair.

These days, Phil is enjoying a well-earned retirement with his wife, Bonnie, traveling, and spending time with their children and grandchildren. And around Fayette County, you’ll still find him cheering on the community he’s supported for decades.

Jayson Coan, CIC

Owner | Certified Insurance Counselor

Jayson is an Owner of The Complete Insurance Source (TCIS), where he has served in leadership since 2017. After completing his degree in Finance at Georgia Southern University in 1992, Jayson joined the TCIS team as an assistant in the accounting department. He obtained his insurance license in 1993 and pursued a management role in the agency. In 1994, he became the Accounting Manager and took on responsibility for agency operations and technology. In 1999, he became a partner in the agency and Chief Financial Officer.

Jayson has been active in several insurance organizations, serving as a Board Member for SecureRisk Insurance Solutions and as an active member of Independent Insurance Agents of Georgia. He earned his Certified Insurance Counselor (CIC) designation in 2004. With over 30 years of insurance experience, Jayson brings a deep commitment to excellence and takes great pride in TCIS’ long tradition of service to its clients and the Fayette County, Coweta County and surrounding communities.

In 2021, Jayson and Anna purchased TCIS from his father, Phil, who built the agency into a trusted name across the south metro Atlanta area over decades of dedicated service. Carrying that legacy forward, they are committed to the same standard of care and community commitment that has defined TCIS from the beginning.

Jayson and Anna are both Atlanta natives and proud empty nesters – their two sons are now in college. The quieter house came with an upgrade: the two recently traded sideline bleachers for Ebikes, exploring Atlanta neighborhoods and trails at their own pace. A lifelong baseball fan, Jayson spent years coaching his sons’ teams and now channels that passion into the family’s goal of visiting every MLB stadium. He remains a devoted Atlanta Braves fan – a passion the whole family shares.

Teresa McPherson, CIC

Business Insurance Advisor

Teresa has been a trusted insurance expert for over 40 years, with a strong reputation for dedication to both her clients and her craft. Her commitment to delivering exceptional service has earned her a loyal client base that has been with her for over 20 years.

One of Teresa’s specialties is Professional Liability coverage, but she is also adept at weaving together multiple lines of coverage, such as General Liability, Workers Compensation, Property, and Business Auto. Her expertise in these areas helps ensure her clients are sheltered against potential risks and liabilities.

Outside of work, Teresa enjoys spending time with loved ones and indulging in her passions, such as cooking and gardening. Whether she’s trying out a new recipe or tending to her plants with her husband and furry friends, Teresa approaches every endeavor with enthusiasm and a desire to excel.

Jamie Pope, CLCS

Business Insurance Advisor

Jamie is a business insurance advisor with over two decades of experience in the industry. Since she started her career in 1999 by working part-time at State Farm, she has always been passionate about helping individuals and businesses protect themselves through insurance.

Jamie’s expertise in insurance has only grown since then. She spent four years selling insurance for an independent agency in Hilton Head Island, SC, before coming back to her hometown of Fayetteville. In 2005 she joined the team here at TCIS, where she initially worked in our Personal Lines department. In 2011, she transitioned to the Commercial Lines department and became a business insurance advisor.

Jamie understands that each business is unique and requires tailor-made insurance solutions to protect their assets and employees. She has worked with a variety of clients but specializes in helping specialty contractors and restaurants manage their risks.

When Jamie isn’t working, she spends time with her husband and children. They love anything related to sports and spending time outdoors by the pool or under the sun. Jamie’s love for her community and commitment to helping her clients is evident in everything she does.

Julie Beshers

New Business Consultant

Julie is a dedicated insurance professional with over 25 years of experience in the industry. She has an extensive knowledge of insurance policies and regulations and is committed to providing excellent service to her clients. Her strong work ethic and attention to detail have earned her a reputation as a trustworthy and reliable insurance agent. Julie has two grown girls and lives with her husband in Concord. When she’s not working, Julie enjoys spending time with her husband and anything outdoors – whether it’s playing pickle ball, working in the yard or tending to her chickens! She is an active member of her church and community and is always looking for opportunities to give back.

Ashley Segars

Personal Lines Account Manager

Ashley was born and raised in Georgia and brings more than 20 years of professional experience serving others. After a rewarding career in healthcare, she transitioned into the insurance industry in 2025 and now serves as an Account Manager. As a licensed Property & Casualty professional, Ashley is committed to helping clients with care, professionalism, and attention to detail.

Ashley believes exceptional customer service is the foundation of every great client relationship. She enjoys getting to know people, finding solutions to their needs, and making the insurance process as smooth and stress-free as possible.

Outside of work, Ashley enjoys spending time outdoors, cooking, listening to music, watching sports, and making memories with her husband, Jason, and their two teenage sons, Braden and Noah. Their family also includes Clementine, a beloved rescue dog. Ashley is passionate about giving back to her community and is actively involved with a local nonprofit organization.

Jessica Davant

Commercial Lines Account Manager

Jessica has been with our agency since 2018. She is native to Fayette County; graduated from Fayette County High School in 1998, and a graduate of Gordon College and Southern Crecent Technical College. She has over 20 years of customer service experience in our local community and committed to developing solid relationships with her clients.

She has an unwavering commitment to go above and beyond as an insurance agent. She puts her client’s needs first and proactively works to find the best value for their insurance needs.

When Jessica is not working, she loves spending time with her husband, Bryan and their son Cooper. She enjoys restoring and building furniture and can often be found cheering on her son at the baseball fields.

Angie Brown

Accounting

With over two decades of experience in the insurance industry, Angie is a knowledgeable and dependable member of the TCIS team. She began her career in the Personal Lines Department at an independent agency in Fayetteville before joining TCIS in 2004.

In her current role, Angie supports the agency’s accounting functions while also playing an important role in its day-to-day operations. She helps keep the office running smoothly by coordinating administrative processes, assisting staff across departments, and ensuring everything stays organized and efficient. Her attention to detail, reliability, and willingness to help make her a valuable resource to both clients and coworkers.

Outside of work, Angie enjoys spending time with her family and grandchildren, traveling, and exploring new places around the world. She loves experiencing different cultures, discovering new destinations, and creating lasting memories along the way.

Anna Coan, PLCS

Owner | Personal Lines Coverage Specialist

Anna is an Owner and Personal Lines Advisor at The Complete Insurance Source (TCIS). An Atlanta native raised in Coweta County (Go Indians!), Anna joined TCIS full-time in 2020, bringing 25 years of experience in hospitality sales and nonprofit development. She applies that same client-first, relationship-driven approach to insurance – taking the time to understand what each individual and family actually needs, then finding the coverage that fits.

Anna and her husband, Jayson, purchased TCIS in 2021 from his father, Phil, who spent decades building it into a trusted name across the south metro Atlanta area. Together, they are committed to honoring that legacy while continuing to grow the relationships and community ties that have always defined TCIS.

Outside the office, you’ll almost always find Anna at a baseball game or planning her next trip – often in pursuit of the family’s goal to visit every MLB stadium. She and Jayson are devoted Atlanta Braves fans, and their two sons, now in college, share the devotion. She also loves hiking, firepits, and all things Disney. Mindy Wallace, ACSR

Mindy is a native of Georgia and grew up in the South Metro area. She attended Clayton State University, where she obtained her degree in Health Care Management. Mindy has more than a decade of experience in the medical and insurance fields. Her passion for helping others and her dedication to providing excellent customer service truly sets her apart.

In 2014, Mindy earned the prestigious Accredited CSR designation, further showcasing her knowledge and dedication to providing exceptional customer service. Mindy joined our team in 2012 and has been an invaluable asset to our company ever since. She is constantly learning and growing to better serve her clients and is committed to providing the best possible results.

Mindy is married to her husband, Jody, and they share their home with three beloved dogs, Bandit, Maggie, Buckley, and baby Cat. When she’s not helping clients, Mindy spends her free time snuggling with her pups.

Amanda Roberts

Now, as a proud team member of The Complete Insurance Source in the insurance industry, Veronica is ready to take on new challenges and excel in her career.
